How to mark up tag clouds?

Good question; I don't know ;]

Say you have these tags, categories or whatever.

Alphabetically ordered

Yeah, why use CSS for this at all? This is way uglier! :-)

There are 9 items and 2 elements; SMALL and BIG. So each side gets 4 items of each, or something. Here's the idea in some code:
